OINP Employer Screening Checklist

The Ontario Immigrant Nominee Program (OINP) Employer Job Offer streams can lead to permanent residence, but not all employers qualify. This checklist helps quickly assess eligibility, spot potential issues, and confirm that key program requirements are met before moving forward.


Employer Job Offer Streams – Quick Intake Tool:


  1. Business Information

  • Has the business been operating in Ontario for at least 3 years?

  • Does the business have a physical location in Ontario?

  • Is the business active and compliant with labour laws?


  1. Revenue

  • What was the company’s gross annual revenue last year?

    • GTA: Minimum $1,000,000

    • Outside GTA: Minimum $500,000


  1. Employees

  • Number of full-time employees who are Canadian citizens or PRs:

    • GTA: Minimum 5

    • Outside GTA: Minimum 3

  • Are these employees on payroll (not contractors)?


  1. Job Offer Details

  • Is the job full-time (30+ hours/week) and permanent?

  • Does the wage meet or exceed the median wage for the occupation?

  • Is the position genuinely needed for business operations?

  • Do the duties match the appropriate NOC/TEER code?


  1. Employer Cooperation

  • Is the employer willing to provide:

    • Financial documents (tax returns, payroll records, etc.)

    • Business registration documents

  • Is the employer willing to sign forms and support the application?


  1. Red Flags

  • Business is less than 3 years old

  • Job created only for immigration purposes

  • Wage below market

  • Employees are mostly contractors

  • Incomplete or unclear financial records


If an employer meets most or all of the criteria above, they are likely a strong candidate to proceed with an OINP application. However, any red flags should be reviewed carefully, as they may impact eligibility or require additional documentation and strategy. When in doubt, a more detailed assessment can help clarify next steps and avoid delays or refusals.
